Adobe Xd for Windows 10 is installed to the WindowsApp folder, a private, and hidden folder. As such when you select the Adobe Xd icon from the list of icons to add to the Application window it does not have the "rights" to access the application. 



[1] This screenshot shows that Adobe Xd has been added to the Application row, but since the folder WindowsApps is hidden and private the custom settings for Adobe Xd have no effect on it. 


[2] you can add the setting to the All Other "Yellow Globe" and the shortcuts will work.
